Will new rate increases force you from your home?

New notices were sent to all homes on 1/28/26 from Sharina Weatherspoon, the current Property Manager at our park.

In it, we were told that our trash rates and sewer rates were both going up about $10 each starting April 1st. For everyone on a set budget or on a low income, these unexpected increases can be painful.

What will you have to give up in order to afford to stay in your own home?

To unnecessarily add to that pain, the park also raised our rent, effective May 1, 2026. And while FRAC has worked hard to keep the rates lower and fought to minimize increases, park management says they need our money for “rising park maintenance and operational costs.” When you see the piling trash and “professionally” painted traffic lines on Franciscan Drive, you can appreciate how they are using your money.

But you can fight back

The rates are not posted in the window near the office as required. According to residents that have researched this, Daly City residents outside our park only pay for water and sewer every other month.

They don’t have increases like ours, because we’re captive here.

The California Public Utilities Commission exists to protect the residents of California. Other park residents have learned to complain, and we all need to be heard. You can write them at:

Make sure they hear about how the park management inflated our gas rate bills 10X earlier this year. The park management is not to be trusted.

Either way, when the CPUC gets your letter, they’ll follow up to learn more about how we’re being treated unfairly by the greedy park owners. When enough residents act, they’ll take action. So make sure they hear us!

The park management has more surprises

In another notice the Winn company sent out 1/29/26, we’ll have our home exteriors inspected March 9th through the 13th. Homeowners must show proof of their home’s title from California’s HCD.

Except, instead of trained California State officials or even trained Daly City inspectors like in 2023, this time it will be park employees deciding what is acceptable and what has to be torn down.

In the packet left in all homeowner’s circular mailbox tubes, the inspections will cover a lot of area. These are safety issues of course, designed by the State to keep our families safe.

And while we applaud safety, in 2023, there were huge errors by inspectors.

Is it a coincidence that the inspections are being done by park employees who have the power to force prohibitively expensive repairs, to force us out of our homes? Coincidence that these utility increases and inspection notices came the same month?

This park is valuable to investors who want this land. They see an opportunity to force homeowners to leave… and this will open their spaces up to the mobile home manufacturers who want to tear down affordable homes and replace them with fancy boxes costing $500,000 or more.
